If you stretch the definition of a "city" to include its suburbs, sure, but that's outside the context of TFA. There are no Walmarts in Syracuse, for example. There's one nearby, but not in the city. Adding solar to suburban lots is surely a win, but we're talking about urban lots here.

Exactly. Albany is the only place on that list approaching the size of Syracuse, and its Walmart is several miles outside of town on the other side of the freeway.
