Just because people starting measure the wrong stuff, number of PRs, number of lines of code, check in counts, etc, doesn't automatically conclude that the act of measuring is superfluous.
If the act of measuring is the responsibility of someone higher up, who is even higher? Is it manager all the way up? Do we, for instance, conclude that the CEO is ultimately responsible, and every not CEO relinquish the responsibility of knowing any measurement of performance?
