Wouldn't that incentivize people to create crimes that they could then stop to collect their PoliceCoin? Or to stoke short-lived interstate conflict to mine some more WarCoin?

But that'll just mean more and more opportunity for PoliceCoin and WarCoin, so maybe it's actually sound monetary policy.
