I think one of the highest ROI things you could do would be to create a free program for disadvantaged kids - just a place where they can come and exist, for free, without anyone hassling them. If they can also get enrichment activities, play sports, and get some positive mentorship, that's a bonus. But just giving them a crime-free third place would be a great start.
