2000USD? Not really. Following two options are less than 1000USD:

Not possible with an RTL SDR dongle. Not only are they not able to handle enough bandwidth (Wifi needs a minimum of 20MHz bandwidth), they can't transmit either. There's some other SDRs like the HackRF One that might be able to do it, but you're looking at needing two of them (one for RX one for TX) unless they can switch modes fast enough (not sure on that).
