Each fatality from a self-driving car, no matter what level of autonomy, is incredibly high profile right now. It impacts legislation, it impacts stock prices, it impacts public sentiment. That is quite simply not true for any other crashes of cars, even though there are thousands of road crash fatalities worldwide PER DAY.

This is a hot topic, and I can understand Musk not wanting to stay quiet for an entire year on each investigation. Yes, he agreed to the terms, but to not agree to the terms means you are not involved in the investigation. You don't have much choice but to agree.
