Kinda. Thing is that with PCs and smartphone it is really the first time that the smarts are at the edges.

With electricity it is in the transformers and the power stations. The kit at the individual home and office is downright dumb in comparison (and can be operated via local generators in a pinch).

Similarly the analog phone network has its smarts in the switches. Not in the phones in homes and offices.
