Amazon moved to an agency model for ebooks (where the publisher sets the price, and Amazon gets 30%) a few years back for this exact reason. So I think the answer to that is no. Amazon
cannot
sell an ebook at a loss because it doesn't set the price.

Wow, I didn't realize that. eBook prices still swing around a lot and I assumed that was Amazon.
